根据澳洲最新移民法:

在新移民法颁布前获得PR的人,

只有在2010年7月1号之前递交换国籍申请才按五年住满两年的政策,

之后递交申请的全部按住满四年的要求!

再来分析下如何保住PR。对于既不想失去本国国籍又想享有自由往返澳洲权利的PR，申请5年的RRV签证是很好的选择。PR申请RRV需满足如下基本条件中至少一项 （以下解释仅针对PR人士）：

第一、递交签证前五年内以PR在澳大利亚境内住满至少两年

第二、如申请人过去5年 未在澳洲境内住满两年，则需申请人提供证据证明具有可使澳大利亚受益的商业上的、文化上的、雇用上的或个人上的联系。

第三、是RRV签证持有者的家庭成员，或者该家庭成员符合RRV签证申请条件并已经递交申请。

毋庸置疑，长期不在澳洲居住的PR是不能满足第一条规定的。只与澳洲有生意上的往来或者受雇于跟澳洲有联系的公司，抑或在澳洲买房，也很难符合第二条的规定，其中的关键问题在于：是否对澳有益（“benefit to Australia”）！当然这里的“对澳有益”能否被认可还需要举证，至于如何举证，能否被判定为符合基本条件还有待于具体情况具体分析。

如要满足第三条规定，倒是可以为大家提供一个比较实际的建议：如果永久居民的子女持有澳洲身份的话，可以通过子女的关系来符合这一条件。譬如说，刚刚获得永久居民身份的年轻人可以选择在澳生子，子女在澳境内出生可自动获得澳洲公民身份，那么父母申请RRV便可能有了充分的理由。

还有一点需要特别注意，除非出现不可抗力的事由可以对未在澳的时间做出解释，在澳洲境外申请回程签证的申请人必须保证递交申请前没有连续在澳洲境外呆满5年或以上才能符合第二条规定。对于澳洲境内的申请人，则要从获得永久居民签证之日起计算，如未连续在澳洲境外5年或以上，也必须提供强有力理由来对未在澳时间做出解释。这点主要是想限制连续申请回程签证的申请人，如果第一个5年没有呆满，第二个5年就要特别注意不要在境外连续呆上5年的时间，否则很难申请第二次回程签证。

         ANSWER: well,  I guess Obtaining a refund of my double-charged student tuition fee from school  is a complicated procedure.

However,  I made enquiry about the conditions, lodge a proper appeal under related regulations of uni. And what is important, with my

mates'help, I provided strong evidence and overcame this difficulty which eliminated unnecessary cost. This makes me feel that there is  likelihood of  changing impossibly for possibility.It is not a wrong viewpoint to strive for our own rights and interests, as long as we do it in a right way.
